The Cincinnati, OH VA Medical Center is seeking a Registered Nurses to work in the Mental Health Intensive Case Management Program as part of the Mental Health Care Line. Basic Requirements: Citizenship: Citizen of the United States. (Noncitizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.) English Language Proficiency: RNs appointed to direct patient care positions must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d). Graduation from School of Nursing: Graduate of a school of professional nursing approved by the appropriate State agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant. The National League for Nursing Accrediting Commission (NLNAC), an accrediting arm of the National League for Nursing located at 61 Broadway, 33rd Floor, New York, New York 10006 or call (800) 669-1656 extension 153. The NLNAC accredits all levels of nursing programs. A registered nurse (RN) will have a current, full, active and unrestricted registration as a graduate professional nurse in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the U.S. or in the District of Columbia. The appointing official may waive this registration if the RN is to serve in a country other than the U.S. and the RN has registration in that country (e.g., Philippines). The RN must maintain a current, full, active and unrestricted registration to continue employment with VA. Nurse Practitioners and Clinical Nurse Specialists. On and after [March 17, 2009], registered nurses appointed or otherwise moving into these assignments must meet and maintain the following additional qualifications. This includes employees appointed before [March 17, 2009], who obtain such qualifications on or after [March 17, 2009.] Nurse Practitioners. A nurse practitioner must be licensed or otherwise recognized as a nurse practitioner in a State, possess a master's degree from a program accredited by the NLNAC or CCNE, and maintain full and current certification as a nurse practitioner from the American Nurses Association or another nationally recognized certifying body. (The certification must be in the specialty to which the individual is being appointed or selected.) Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree. Physical Demands: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. Mechanical inpatient lifts are provided. The employee may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The employee may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The employee must be capable of working effectively in stressful situations and able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. This employee provides care in home settings or other off-site locations and will be required to drive and/or ride in GSA-vehicles. They will need to maintain an active unrestricted driver's license which allows the employee to transport patients when needed while providing needed case management services. This transport will be provided in approved government vehicles. The employee must pass a driving physical. Preferred Qualifications/Experience: Psychiatric Mental Health Nursing Experience Community Case Management Experience BSN or higher-level degree preferred BLS/ACLS Requirements: Current certification in BLS is required for all staff providing direct patient care, and police. Additionally, current ACLS is required for patient care staff that work in specified or high-risk areas (SICU/ICU/CCU/MICU/PACU/ED/and all procedure suites using moderate sedation, etc.). If you are selected for a position which requires BLS/ACLS certification, you will be required to have proof of certification prior to being boarded for appointment with VA. This includes a systematic data gathering, assessment, appropriate nursing judgment, and evaluation of human responses to actual or potential health problems. The RN: Uses services such as case finding, health teaching, health counseling. Uses provision of care supportive to or restorative of life and well-being. Executes medical regimens including administering medications and treatments prescribed by a licensed or otherwise legally authorized provider. The RN's primary commitment is to the patient, whether an individual, family, group, or community. The RN in the Mental Health Intensive Case Management Program within the Mental Health Care Line provides psychiatric nursing care to a wide variety of clients with DSM -V diagnoses, including many patients with dual-diagnoses including substance abuse, as well as clients with complex psycho-social and behavioral issues. A significant number of clients also have post-traumatic-stress-disorder, which requires specialized treatment plans. In addition, Mental Health registered nurses may provide and participate in group therapy and 1:1 patient counseling. The RN in the Mental Health Intensive Case Management Program provides comprehensive and intensive case management, clinical treatment, advocacy, and coordination of appropriate VA and community service providers. Treatment services are provided in various community settings, including the Veteran's home, residential care homes, supportive housing, or other community locations, and he/she will be required to drive and/or ride in GSA vehicles. The RN will need to maintain an active unrestricted driver's license which allows the employee to transport patients as needed while providing case management services. This transport will be provided in approved government vehicles. The RN is responsible and accountable for all elements of the nursing process when providing and/or supervising direct patient care. He/she administers medications and procedures per established policies and guidelines. The RN considers all characteristics of the individual, including sex and sex role identification, age and life stage, state of health, race and culture, socio-economic status, values, and previous experience with similar events to assist each patient to identify and meet basic health needs and improve his/her health status to the individual' s maximum potential. The RN is accountable to the Chief Nurse Mental Health Care Line or his/her designee. The employee is under the supervision of a Nurse Manager or other immediate supervisor who provides the administrative supervision and general instruction, plans, and assigns work, assigns time schedules, approves leave, and completes performance evaluations. Clinical supervision is provided by a registered nurse, physician, or other provider. The employee is responsible for being self-directed in the delivery of patient care under moderate to close supervision and instruction by the supervisor.
